Somebody calling you from overseas has to dial a code before the '1' to call you. Ignore the plus sign (and sometimes the country code) for calls within the same country. Block caller id for a single call.

In that spam contact, i added in phone numbers that had only the area codes that were constantly calling.

Scammers and con men hit the phones. In other words, the phone number is somewhere in north america. From what i've read it's an accounting code that the scammer who phones you uses. Scammers are very good at using email and text messages to target their victims, but they haven't stopped using the telephone.
